I am going to be the starter of the talk. I use Photoshop 7.0 right now, but in the past I have used the CS2, CS3 and CS4 versions. The best seemed CS3, but the version I have now is good enough, even if it's a little old. It misses some filters and layers options, but plug-in filters solve everything. I use much more than those, but generally I use my own photos or random images as textures. I don't have a pattern for wallpapers, I like to treat each one differently, depending on the bases and on the result I have in mind.

У меня Photoshop CS3, а вообще я обрабатываю фотографии, когда в этой программе когда в Portable PhotoInstrument v2.1 Build 198 , а когда и в фотодрэм. Большой разницы в фотошопе (CS3 или CS2) я не чувствую. Но cs3 меня устраивает
Что касается откуда брать текстуры, раньше это был этот сайт http://www.deviantart.com , а теперь http://www.photoshopcs5.ru/patterns

In the beginning, I used to work with 2 programs as well, even 3, but now I learned to do everything in Photoshop, and it's much easier.

Those are my resources, not my works. I keep almost all my works on livejournal, but if you check the link you will see that is a special entry for my resources, because I like to give credit to other people's work. Also, it proved very useful when my computer crashed, because I could recover them easily.

Я не очень хорошо работаю с фотошопом, основное знаю, а вот так функция, которая мне нужна всегда-эффект блура, то где он находится в фотошопе я не знаю Поэтому приходится работать и с дополнительными программами.

The blur is in Filters. You can use imported filters for blurring, they are better and have more effects. I use Redfield Perfectum and Topaz Clean or Denoise.
When I worked with more programs, I did it for the same reason as you. I did not know all the functions in Photoshop. The best way to find out is to take an image and test every button, to see how you can color it, how you can resize it, sharpen, blur, etc.

А кто-нибудь мне может подсказать, что за фильтр используется для создания эффекта свечения и блеска? Нужно очень.

You don't need a special filter for that. For luminosity, you can make a new layer, and then fill it with white, set to Normal at 100%. Then you can go to Layers- New Adjustment Layer- Blending Options and set it to Screen, at whatever value you want.
For luminosity and a soft glow, you can duplicate the background, blur the copy layer (Gaussian Blur), but make sure you can still see the shapes(I use 4.0 generally, but it depends on the image). Then set the blurred layer to Screen and you have your image.
